THE Maritime Industry Authority (Marina) is poised to enact significant regulatory reforms to bring more benefits to the maritime sector.
Marina memorandum circulars (MCs) targeted for issuance this year formed part of the agency's Annual Regulatory Plan (ARP). The key policies that need to be addressed include the Revised Guidelines on the Accreditation of Domestic Shipping Operators and Firms/Entities; Revised 2022 Omnibus Rules on the Issuance of Special Permit for the Temporary Utilization of Philippine-Registered Domestic Ships to engage in International Voyages or Overseas Trade; Amendment to MC 2010-02 on the Revised Rules in the Issuance of Seafarers' Identification Book (SIB) for seafarers onboard Philippine Registered Vessels below 35GT; Rules and Regulations in the conduct of Assessment of Competence and licensing of officers onboard merchant ships below 500 GT or with Engine Propulsion Power below 750KW and Fishing Vessels more than 3 GT in Philippine Waters; and Revised Rules and Regulations in the Issuance of Seafarers' Record Book (SRB) and Seafarers' Identity Document (SID).
