BACOLOD CITY: The Commission on Human Rights (CHR) in Negros Occidental expressed dismay at the "uncooperative attitude" of the Kabankalan Police Station in its independent investigation of the shooting incident in Barangay Tabugon, Kabankalan City, on September 21.
Vincent Parra, officer in charge of CHR Negros Occidental, said on Friday he was denied a copy of the police blotter, which he tried to secure from the Kabankalan police.
