Friends 2: Loyalty and betrayal in the bureaucracy

I STATED earlier that in our life journeys, friends are indispensable and loyal companions. I myself could not have survived life's challenges without my friends. However, there are also those who utilize friendship for their own ends even to the extent of manipulating, misleading and using trusting, innocent friends for profit and personal gain.

This is particularly true in government, especially the bureaucracy or the executive branch which is in charge of implementing policies, programs and projects.
