FOR lack of time, the Commission on Appointments (CA) on Tuesday failed to act on the ad interim appointment of Teodoro Herbosa as secretary of the Department of Health (DoH).
"Yes, he (Herbosa) was bypassed due to lack of material time. But he will be taken up again when we get back in November," Senate President and concurrent CA Chairman Juan Miguel "Migz" Zubiri said.
