A NATIVE of Laoag City, Ilocos Norte is this year's top graduate from the University of Perpetual Help System Dalta (UPHSD)-Bilibid Extension School in Muntinlupa City among 57 persons deprived of liberty (PDL).

Emman (not real his name) led the 34th commencement rites of the school on September 20, 2023 at College Building, Camp Sampaguita, Medium Security Compound, New Bilibid Prison (NBP) as gold medalist and the recipient of the Dr. Antonio Tamayo Award for Leadership. He received the awards from UPHSD President Dr. Anthony Tamayo and Vice Chairman Dr. Daisy Tamayo.
