THE Clark Development Corp. (CDC) issued a cease and desist order (CDO) on September 12 to stop the unauthorized digging and other "earth moving activities" within the Clark Special Economic Zone. The order was prompted by the lack of the required environmental and construction permits as mandated by CDC.

Leoncio Tan, CDC acting building official and Building Facilities Permits Division manager, issued the CDO to Rolando Capiz pursuant to the provisions of the National Building Code that required permits for construction activities and similar work.
