AT The Manila Times' Model Cities and Municipalities 2023 forum in Manila this past week, George Royeca, cofounder and chief executive officer of the popular Angkas motorcycle ride-hailing service, urged the government, particularly at the local level, to find ways to support and find opportunities for the informal economic sector. Royeca put the challenge in a context that should catch the government's attention. Policies and innovations for development progress, such as the envisioned "smart cities" that were a key topic at the forum, Royeca stressed, are "for nothing without the people."
