IN a recent congressional hearing on the budget for the Office of the Ombudsman, Ombudsman Samuel Martires said there was no need to show receipts for expenses charged to the confidential funds. For 2022, the Office of the Ombudsman had an allocation of P51 million in confidential funds. Party-list Rep. France Castro wanted to know how the spending went.
Martires stated his position in response to Castro's question that went like this: "Have you submitted receipts to CoA, and how often do you submit this for auditing?"
