(UPDATE) THE Commission on Elections (Comelec) said Friday that it will proceed with the filing of election offense and disqualification complaints against candidates in the October 30 Barangay and Sangguniang Kabataan Elections (BSKE) who failed to explain their 'premature campaigning activities.'

So far, a total of 626 BSKE candidates have been issued show cause orders (SCOs) by the poll body in the past four days.
Comelec Chairman George Garcia said if the concerned BSKE candidate fails to submit a response within three days from receipt of the SCO, he or she is set to face due process.
As of Friday, September 15, Garcia said the poll body has yet to receive any response from concerned BSKE aspirants.
Official campaign period for the BSKE will begin on October 19 and end on October 28.
Earlier, the Comelec released a comprehensive advisory to address various aspects of election campaigning, including the use of lawful and unlawful election propaganda in public places, regulations for campaign posters in common poster areas, guidelines for campaigning on social media and the internet, the duties of election officers, restrictions on campaign materials, and premature campaigning.
In a memorandum sent earlier this month by Comelec Executive Director Atty. Teopisto Elnas Jr. to all regional election directors and provincial election supervisors, he reiterated that the temporary restraining order (TRO) prohibiting them from implementing Section 21 (o), Section 24, and Section 26 of Resolution 10730, which contains the rules and regulations of Republic Act 9006, or the 'Fair Elections Act,' only covers privately owned and privately funded election materials posted in private properties.
'As such, the removal of all election materials will continue in public places,' the memorandum stated.
