THE Philippine National Police (PNP) upgraded the ranks of certain officials despite the warning of former Budget secretary Benjamin Diokno that doing so would be illegal without the approval of the National Police Commission (Napolcom).
Diokno, in a letter dated July 19, 2018 to then Undersecretary Ferdinand Cui Jr., acting head of the Presidential Management Staff, said that the PNP should first secure the recommendation of the Napolcom before it could elevate the ranks of police officials.
