FORMER senator Franklin Drilon has raised "serious concerns" over the legality of the Office of the President's decision in releasing over P221 million Confidential and Intelligence Funds (CIF) to the Office of the Vice President (OVP).
In a statement released on his Facebook page on Tuesday, Drilon pointed out that the transfer of the CIF has raised "constitutional question".
