THE iSTART initiative in Quirino province just achieved a milestone that is expected to benefit the province's two trading centers for agriculture produce — the municipalities of Diffun and Maddela.
Under the direction of Dr. Virginia Bilgera, regional director of the Department of Science and Technology (DoST) Region 2 (Cagayan Valley), the iSTART initiative resulted in the signing of a memorandum of agreement (MoA).
