THE Philippine Atmospheric Geophysical and Astronomical Services Administration (Pagasa) said on Tuesday that Signal No. 3 has been raised anew in extreme Northern Luzon after Typhoon 'Goring' was reported to have 're-intensified' and may even reach Signal No. 4

According to weather specialist Grace Castaneda, Signal No. 3 is up over the northeastern portion of Babuyan Islands while Signal No. 2 is raised over Batanes, the rest of Babuyan Islands and the extreme northeastern portion of mainland Cagayan (Santa Ana and Gonzaga).
