IT is not the right time to shift to a federal form of government because of the "various adverse economic factors that currently pummel the economy," an opposition leader at the House of Representatives said on Saturday.

Albay First District Rep. Edcel Lagman, a member of the minority bloc, said, however, that he was open for discussions on the shift from the current presidential form of government.
