PHNOM PENH, Cambodia: Cambodia's new leader Hun Manet pledged on Thursday to make the Southeast Asian kingdom a "high-income country" by 2050 while boosting food security and access to health care, but offered little in the way of concrete plans for achieving the ambitious goals.
