AFTER the season opener of the 2023 Tarlac Rally took place on June 24-25, 2023 at New Clark City in Capas, Tarlac, the Philippine Rallycross Series (PHRX) organized the second round of the Tarlac Rally on July 29, 2023, in San Jose, Tarlac. The rally commenced at the San Jose Municipal Hall and had the privilege of being inaugurated by Mayor Romeo Capitulo.

Unlike the opening round, which featured mixed surfaces of gravel, tarmac, and mud, the second round showcased five full tarmac special stages (SS) spanning a total distance of 73.04 kilometers (km). Despite the expectation of enhanced traction due to participants switching from gravel to sport tires with up to 180 treadwear, the wet weather during the rally weekend added an extra layer of excitement.
