LINGAYEN, Pangasinan: When Rizalyn Galagar was about to be discharged from the Western Pangasinan District Hospital in Alaminos City last June, she began to worry.

Her hospital bills had reached P155,090, and she and her husband, a construction worker, did not know where to get the money for it.
