THE city council of Isabela City in Basilan has passed a resolution to condemn the death of 17-year-old native Louella Jaganas Acaylar in Zamboanga City earlier this week.
"The Sangguniang Panlungsod of Isabela, through the resolution passed by this representation, strongly condemns the rape-slay case of Acaylar, a native [of] Isabela City," city councilor Abner Rodriguez said on a Facebook statement on Saturday.
