THE Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) warned residents in low-lying areas in Quezon City and Camanava (Caloocan, Malabon, Navotas and Valenzuela cities) to prepare for floods as the La Mesa Dam is close to overflowing.

Hydrologist Rosalie "Oyie" Pagulayan on Sunday told The Manila Times that they have alerted cities traversed by the Tullahan River to prepare to evacuate residents.
