AFTER making its second landfall this time over Dalupiri Island in Cagayan, Typhoon "Egay" has maintained its strength while dumping heavy rain over Northern Luzon, the Philippine Atmospheric Geophysical and Astronomical Services Administration (Pagasa) said on Wednesday.
