THERE was a hint of desperation in the proposal last June of Health Secretary Teodoro Herbosa to hire nursing graduates who failed their board exam to work in government hospitals.
Herbosa cited the urgency in filling the 4,500 vacancies for nurses in state-run hospitals. Hospitals cannot perform their tasks efficiently if they are understaffed, he said.
