SEN. Cynthia Villar on Tuesday called for the early passage of Senate Bill (SB) 2239, an Act providing for a system of earlier voting for qualified senior citizens, pregnant women and persons with disabilities (PWDs).
In filing the bill, Villar mentioned that at the core of Philippine democracy is suffrage, the constitutionally guaranteed right to vote.
