TRANSPARENCY demands that voters and the general public be able to trace each vote from the ballot to the election return and to the certificates of canvass generated at each level of canvassing and consolidation.

One recommendation that was put forward is that, regardless of the technology to be used for voting, the machine to be used must generate a document that lists all the selections made by the voter per elective post and that said list be encoded in a QR code to be printed in the same document. This document shall be regarded as the official ballot, which shall be used as the basis for the official count.
