CONCEPCION, Tarlac: Four towns under the province's third congressional district fortified their coalition by signing a sisterhood pact.
The memorandum of agreement, considered the first localized sisterhood treaty in the country, was signed by Mayors Noel Villanueva of Concepcion, Alice Leal Guo of Bamban, Roseller Rodriguez of Capas and Venus Jordan of Lapaz.
