THE Court of Appeals (CA) has affirmed the decision of the Office of the Ombudsman dismissing from service four employees of the Bureau of Immigration (BI) for their involvement in extortion and other illegal activities related to the controversial "pastillas scam."
The so-called pastillas scam is a form of extortion victimizing Chinese in exchange for their unhampered entry into the country or without instituting the necessary checks, screening, or profiling for arriving foreigners.
