LEGAZPI CITY: Mayor Paul Chino Garcia of Guinobatan town defied the decampment order of Albay Gov. Edcel Greco Lagman on Wednesday.

On Monday, Lagman asked the municipal mayors of Guinobatan and Sto. Domingo to send home some 8,445 people, or about 44 percent of total evacuees, who are not living inside the 6-kilometer permanent danger zone.
