THE Commission on Elections (Comelec) is preparing charges against at least 7,000 voters who allegedly registered twice or multiple times.

"We have already 7,000 cases that have been signed and are ready for filing. Preliminary investigation would soon start," said Comelec spokesman John Rex Laudiangco during a briefing Monday.
