THE naming of former congressman Gilberto Eduardo Gerardo Cojuangco Teodoro Jr. (Gibo for short) as the new secretary-designate of the Department of National Defense (DND) strikes me as a gust of cooling wind in the middle of an earth-scorching summer.

At 58, he comes with impressive academic, legal and political credentials, and projects a super-abundance of good-natured self-confidence.
