THE 'inaction of previous administrations' caused the piled-up requests for toll increases at the North Luzon Expressway (NLEx), Finance Secretary Benjamin Diokno said over the weekend.

Commenting on the announcement of NLEX Corp. that fees will be increased beginning June 15, Diokno said the petitions were carefully studied and analyzed and approved objectively and fairly.
