(UPDATE) DEFENSE Secretary Gilberto "Gibo" Teodoro Jr. on Thursday said he was not open to reviving the University of the Philippines-Department of Defense (UP-DND) Accord, but reminded law enforcement officers to "be mindful of the balance between freedom of expression and protecting the peace."
The accord, which was unilaterally terminated by the DND in 2021, requires prior notification before police and military personnel can enter and conduct operations in UP's campuses.
