The AES terms of reference for 2025 elections

THE Commission on Elections (Comelec) is soliciting comments about the terms of reference (TOR) for the automated election system (AES) that it plans to use for the 2025 national and local elections (2025 NLE). The TOR is posted at https://comelec.gov.ph/?r=2025NLE.

The TOR is entitled '2025 National and Local Elections Automation Project' and parenthetically subtitled (OMR/OpScan/DRE with EMS and CCS). The second subtitle is 'Full Automation System with Transparency Audit/Count (FASTrAC).'
