"The biggest challenge is in education and in changing the behaviors of people. And at the end of the day, that's what will determine the success of the EPR Law," said DENR Secretary Antonia Yulo-Loyzaga.
DENR Undersecretary for Policy, Planning and International Affairs Jonas Leones said the role of local governments is also vital after reporting that out of the 4,000 industries, only 672 complied with the EPR Law.
