BAYOMBONG, Nueva Vizcaya: Described as a down-to-earth and kind public official, Nueva Vizcaya Gov. Carlos Padilla's death at the age of 78 due to cardiac arrest on Friday, May 5 morning, as confirmed by kin and friends, came as a surprise to his hometown folk.

Gemma Derije said the governor — who said in previous interviews that he observes punctuality in every gathering to show his being a role model to the government workers — is a "big loss" to the province and who spent almost all his life in public service.
