THE Commission on Elections (Comelec) is now in the thick of preparing for the 2025 national elections. Following pronouncements made that the poll body will no longer use the automated election system (AES) used in previous elections, it is now preparing the terms of reference for the acquisition of a new AES. Is the poll body dropping the paper-based voting technology in favor of another technology? Will it adopt internet voting?

The non-transparency of the vote counts at the precinct level and the problems encountered have greatly impacted the credibility and integrity of the election results. The experience in past elections should prompt the Comelec to implement changes to ensure transparency of the process, particularly the counting of votes.
