Notice to offended party essential in provisional dismissal

Dear PAO,

Can a case really be dismissed provisionally? My cousin filed an estafa case against a former colleague who misappropriated his hard-earned savings. It is already in court, but someone told him that it has been dismissed provisionally. Shouldn't he have been informed of it before it was actually dismissed? He is in the province right now, but he is already pooling money so he can personally verify the status of the case.
