Domestic worker should not be charged recruitment or finder's fees

Dear PAO,

My youngest sibling was recently hired as a domestic worker, or kasambahay. The person who allegedly helped her get employed is insisting that my sibling should pay her a finder's fee. My sibling already treated her for the help she extended. But apparently, the alleged finder is insisting for more. Due to these developments, my sister wants to know if she was mandated by law to pay a finder's fee to the one who helped her.
