Paper license, again? Whose fault is it?

IT was November 2022 when current Land Transportation Office (LTO) Director Jay Art Tugade took office. His first steps were to secure the processes to procure and ensure the steady supply of plastic cards for drivers licenses and materials for license plates.

In January this year, however, the Department of Transportation (DoTR) head office released Special Order (SO) 2023-024 ordering the LTO to transfer all authority and responsibility to procure license plastic cards to the mother office.
