WHEN Washington and Manila simultaneously announced that President Joe Biden and President Ferdinand Marcos Jr. will hold bilateral talks on May 1 at the White House, they said the two leaders would discuss besides their common problem in their relations with China, defense cooperation and trade, and oddly, the subject of clean energy.
