AN energy transition framework for developing economies including the Philippines has been proposed by the World Bank given the massive challenges these countries face in terms of financing the shift.
"Without the means to fund an energy transition and network infrastructure, developing countries often pay more for electricity," the World Bank said on Thursday in a statement announcing the release of its "Scaling Up to Phase Down" report.
