THE Commission on Human Rights (CHR) strongly condemned the spate of rape cases that occurred in April 2023, all of which targeted children 10 years old or younger.
The first case happened on April 7 in Trece Martires, Cavite, where a 7-year-old girl was found injured on a riverbank. The victim was rushed to a hospital but unfortunately declared dead on arrival.
