Cha-cha backers told: Explain purpose, urgency, cost benefit

SEN. Francis Joseph 'Chiz' Escudero has asked Charter change (Cha-cha) proponents to explain the purpose, urgency and 'cost benefit analysis' of amending the 1987 Constitution.

The senator raised the question as he echoed the view of former Senate president Juan Ponce Enrile that Cha-cha through constitutional convention (con-con) will be costly.
