THE International Criminal Court (ICC), in accordance with the Rome Statute and its Rules of Procedure and Evidence, has issued a warrant of arrest against Russian President Vladimir Putin. Nobody believes that the warrant will ever be executed and that Putin will be made to stand trial before the ICC.

While the warrant may be poo-pooed by those who do not think much of international criminal justice system, its significance should not be overlooked.
