THE National Citizens' Movement for Free Elections (Namfrel) has reported that the conduct of plebiscites on Saturday, March 18, in Marawi City, Lanao del Sur, to ratify the creation of Barangay Boganga 2 and Barangay Datu Dalidigan in the city was generally peaceful and orderly.
The report made on Sunday, March 19, was contained in a second update on Namfrel's observations on how the referendums went.
