PRESIDENT Ferdinand Marcos Jr. should clarify his foreign policy of being "a friend to all and an enemy to none," after his government allowed four additional sites for the Enhanced Defense Cooperation Agreement (EDCA) with the United States, former senator Francisco "Kit" Tatad has said.

Tatad made the appeal to the President during a forum organized by the Manila-based think tank Integrated Development Studies Institute.
