Oil spill exposes issue of accountability

ON February 28, the oil tanker MT Princess Empress began taking in water after sailing into rough seas off the coast of Naujan town, Oriental Mindoro. The ship was on its way to Iloilo from Bataan with 800,000 liters of industrial oil.
