YESTERDAY's jeepney strike, and which reportedly will continue until Saturday, left hundreds of commuters in parts of the Metro Manila and Calabarzon areas stranded. The inconvenience they experienced and the time they lost represent a cost that the whole society pays when there is no other way to challenge public policy except to mount protest actions.
