CAGAYAN Gov. Manuel Mamba, M.D. has raised a serious constitutional issue regarding President Ferdinand Marcos Jr.'s grant of a military site to the US in Cagayan, without the express knowledge and consent of the people of his province.

Mamba is a devoted Marcos supporter and friend, but this is democracy in action.
