DESPITE government's efforts to liberalize the country's trade for a wider access of open economy, research and development (R&D) collaboration between government and research institutions is also in need of a push for the country's increase of agricultural productivity and competitiveness, Asian Development Bank (ADB) Country Director of the Philippines Kelly Bird said.
During the economic forum of The Manila Times on Tuesday, Bird asserted that "the first approach would be, again you can look at these lessons at other countries, where governments with research institutions, such as universities and the private sector, get together in a very coordinated manner to look at policy, to look at ways to do an R&D, but also provide an extension services..."
