The International Criminal Court (ICC) can still investigate former president Rodrigo Duterte and his drug war even without the cooperation of the Philippine government, lawyer Neri Colmenares of the National Union of People's Lawyers (NUPL) says in an interview with The Manila Times on Tuesday, Feb. 21, 2023. Colmenares, counsel for the victims of Duterte's drug campaign, cited the Rome Statute which said that while any country can withdraw from the ICC, "investigation started before the effectivity of the withdrawal shall continue' as agreed upon by all countries, including the Philippines."
