ONCE more, there is talk of amending the Constitution. It is not idle speculation though, for the House of Representatives Committee on Constitutional Amendments chaired by Rep. Rufus Rodriguez is conducting public hearings to which I have been invited as a resource person. Justice Adolf Azcuna, Justice Vicente Mendoza and others have been heard by the committee.
